Los puestos destruidos de los y las vendedores del centro de San Salvador.

El Alcalde de San Salvador y candidato para la presidencia, Norman Quijano, ha lanzado una serie de agresiones violentas a miles de vendedores informales y sindicalistas en un intento de consolidar el apoyo político de la clase media para las elecciones de 2014, y de de destruir la oposición política. Viernes por la noche Quijano ordenó el desalojamiento violento de 4,000 vendedores informales del centro de la ciudad, derribaron 970 puestos de venta, robaron mercancía y causaron miles de dolares de daño.

La ofensiva continuó el lunes por la mañana cuando la policía acordonó y cerró la Casa Sindical, sede principal del Frente Sindical Salvadoreño (FSS), bajo acusaciones falsa en contra del FSS hecho por el Alcalde.

“Que los compañeros y las compañeras en todas partes del mundo se pronuncien en contra de esta ataque!”            - Sandra Henriquez una vendedora cuyo puesto de venta de camisas, CDs y DVDs fue destruido viernes por la noche.

“Necesitamos que personas en todo el mundo denuncien la matonería del señor Quijano”                                                 - Wilfredo Berríos Secretario General del FSS.

Toma acción ahora en contra de estas ataques a los/as vendedores/as y sindicalistas de San Salvador!

1. Mandar un correo electrónico al Alcalde Quijano con copia a la Embajada Española (el desalojamiento de los/as vendedores/as fue financiada con fondos de cooperación española).

2. Llamar al despacho del Alcalde (011 desde  EEUU) +503 2511 6000 para hacer su dencuncia. Preguntar por el despacho del Senor Alcalde. Encuentre un guión para la llamada abajo.

3. Mandar un mensaje a Norman Quijano en Facebook o en Twitter @norman_quijano. Muy probable que los mensajes en Facebook no serán publicados pero podemos inundar su Facebook y Twitter con nuestras denuncias. Encuentre ejemplares de texto para Facebook y Twitter abajo.

Antecedentes:

Los agentes del CAM detiene a una vendedora.

El viernes pasado por la noche, trabajadores contratados por la Alcaldía municipal de San Salvador llegaron al centro de la capital con maquinaria pesada y acompañados por 1,000 miembros de los Cuerpos de Agentes Municipales (CAM) con vestidos y equipos anti-disturbios. Varias personas resultaron lesionadas cuando desalojaron unos 970 puestos de vendedores en 33 cuadras del centro capitalino. Más que 4,000 vendedores perdieron sus maneras de ganarse la vida. Vendedores estima que las perdidas a causa de robo y destrucción de mercandería solo en el Parque Hula Hula que anteriormente fue lleno de vida llegan a los $10,000 dolares.

Lunes por la mañana, mientras muchas calles en el centro quedaron cerrados y llenos de escombros y restos de los puestos de ventas, la policía acordonó la Casa Sindical, y negaron la entrada de los sindicalistas al edificio. El líder del Frente Sindical Salvadoreño, Wilfredo Berrios, dijo que fuentes dentro del gobierno han informado a los sindicalistas que Quijano y la cúpula de su partido, ARENA, han puesto demandas falsas en contra de organizaciones sindicales por tener armas al dentro de la Casa Sindical.

Estas medidas violentas y represivas vienen junto con el comienza de las preparaciones de Quijano, candidato de ARENA, para retomar la presidencia del partido de izquierda el FMLN. Estas ataques muestran las acciones extremas que ARENA y Quijano están dispuestos a tomar aun 16 meses antes de las elecciones de febrero 2014 para destruir la oposición y ganar la aprobación de la clase media conservadora al detrimento de sectores vulnerables como los vendedores informales.

El martes 17 de julio, Senadores Robert Menéndez (D-NJ) y Mario Rubio (R-FL) publicaron un comunicado pidiendo a la administración de Obama que amenacé el gobierno Salvadoreño con la suspensión de fondos monetarios y asesoría si no logran resolver la “crisis constitucional”.  La supuesta crisis constitucional viene de una decisión por parte de la Corte Constitucional de El Salvador de invalidar las elecciones del 2006 y 2012 de los magistrados de la Corte Suprema.  En un acto de unidad sorprendente, partidos de la derecha y la izquierda han rechazado el fallo de la Corte Constitucional en la Asamblea Legislativa.

Notablemente ausente de este grupo es el partido derechista, ARENA, que esta en una posición de aprovechar el fallo porque les permitiera tener mucha influencia en la elección de dos tercios de la Corte Suprema. Puede leer más información acerca de esta disputa aquí.

Most recently, on Monday January 23, Funes fired Carlos Ascencio, the Director of the National Civilian Police (PNC) and promptly named Francisco Ramón Salinas as the new director; Salinas had retired as an army general only hours beforehand. CISPES shares the concern of our allies in the Salvadoran social movement and in the FMLN that these decisions were influenced by the United States, especially in light of the impending implementation of several US security programs in El Salvador, including the Central America Regional Security Initiative (CARSI), to which the US has pledged over $200 million, and the Partnership for Growth. Military influence is rising quickly across Central America, from the election of General Pérez Molina as President in Guatemala to a proposed constitutional amendment in Honduras to empower the military with independent policing duties and authorities.

En una serie de cambios a su gabinete, el presidente de El Salvador, Mauricio Funes, de hecho ha destituido a todos los miembros que estaban vinculados con el partido izquierdista, el Frente Farabundo Martí para la Liberación Nacional (FMLN) de los altos puestos en su gabinete de seguridad. Sus sustitutos incluyen varios oficiales militares, que indica una tendencia preocupante hacia la militarización de la seguridad pública, que ha permanecido como agencia civil desde la firma de los Acuerdos de Paz hace veinte años.  Muchos de los militares que actualmente dirigen los altos puestos de seguridad “civil” fueron entrenados por los Estados Unidos en el infame centro de entrenamiento de combate para los militares latinoamericanos, la Escuela de las Américas, en Ft. CISPES comparte las preocupaciones de nuestros/as aliados/as en el movimiento social salvadoreño y en el FMLN que estas decisiones fueron hechas bajo la influencia del gobierno de los Estados Unidos, especialmente en marco de la implementación inminente de varios programas de cooperación estadounidense en el tema de seguridad, incluyendo la Iniciativa de Seguridad de la Región Centroamericana (CARSI, por sus siglas en inglés) a la cual los Estados Unidos ha prometido más de 200 millones de dólares, y el Asocio para el Crecimiento con El Salvador. Buen día / Buenas tardes,

Mi nombre es ___ y llamo para expresar mi indignación sobre la decisión del Ministerio de Trabajo a acatar a resoluciones de la Cámara Primera de lo Laboral y cancelar los sindicatos SITCOM y SITRAVX, pese a conocer que dichas resoluciones no se basaron en la legalidad, fueron plagadas de corrupción, son una violación del derecho a la libre sindicación, un derecho garantizado por la Constitución de la República y por los Convenios 87 y 98 de la OIT, y existen dos amparos en la Corte Suprema de la Justicia contra esas resoluciones.

Según el Código de Trabajo salvadoreño, una empresa NO PUEDE PROMOVER la disolución de un sindicato, son sus miembros los únicos autorizados para dicho procedimiento. Esto es un PRINCIPIO BÁSICO DE LA LIBERTAD SINDICAL.

Por lo tanto, le animo fervientemente al señor Ministro a que ADMITA LOS RECURSOS DE REVOCATORIA PRESENTADOS POR SITCOM Y SITRAVX y que SE ATENGA EN EL FUTURO A LO QUE ESTABLEZCA LA CORTE SUPREMA DE JUSTICIA SOBRE ESTOS CASOS.  Como miembro de la comunidad internacional, daré seguimiento a las acciones del Ministerio de Trabajo con respeto a estos casos y informaré a los funcionarios públicos de mi país y a mi comunidad sobre los resultados.
